Summary

This is a bargaining unit position.

This is not a (drug) testing designated position (TDP). This position is located in the Small Business Administration, Office of the Executive Secretariat in Washington, D.C. The position requires two main functions: Use American Sign Language (ASL) to facilitate communication between hearing impaired and non-hearing impaired individuals and Create cases for, track, and manage written correspondence within the Document Management System (DMS).

Responsibilities

Serves as an interpreter for SBA's deaf and/or hearing impaired employees. Interprets supervisor's directions and messages in sign language to the employee and interprets the employee's questions or responses. Provides interpretation while maintaining the integrity of the message being delivered to the deaf employee. Demonstrates leadership and interpersonal skills in successfully working to bridge the communication gap between hearing and deaf/hearing impaired individuals. Create cases for, track, and manage written correspondence within the Document Management System (DMS).

Qualifications

GS-11: One year of specialized experience, equivalent to the GS-9 grade level in the Federal service, obtained in either the private or public sector using English, American Sign Language (ASL), Contact Variety Sign (CVS) and Manually Coded English (MCE) to perform Sign-to-English and English-to-Sign interpretation of routine conversations with emphasis on correct grammar and spelling; interpreting procedures in a variety of settings in order to most effectively communicate (i.e. small groups, platforms, or individual); Interpreting for deaf or hard-of-hearing individuals in meetings or training; Assisting with the development and implementation of training for sign language instruction for employees; and Identifying barriers and resolving communication problems between supervisors and deaf/hard-of-hearing employees; of creating cases for, tracking, and managing within a correspondence management system. It is available for your review on OPM's Qualifications web site: General Arts and Information Series; : GS-1001 Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled. All qualification requirements must be met by 11:59 pm (Eastern Time) on 07/03/2020.

Education

If you do not meet the specialized experience requirements, you may also qualify with education. You MUST submit transcripts (official or unofficial) with this application if you wish to qualify based on education. GS-11: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related Combination of Experience and Education:

GS-11: Combination of education and experience as specified above. For example, an applicant who has 1.5 full years of Ph.D. level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. TRANSCRIPTS: To qualify based on education, you must submit a legible copy of unofficial or official transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), type of degree awarded (if applicable) and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you can begin work. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
